Only admin users can edit your school's users.
From the Main Menu, click on Setup and then Users. Once you're on the Users screen, click the pencil icon to edit the User.
You can give a User admin rights from the Users Setup screen. The chart below describes what changes for a User with admin rights.
If your school is syncing your data through Clever you won't be able to edit the User. Those edits would need to take place in your SIS. If you need a Clever User to have admin rights, reach out to email@example.com.
